In order for House the Homeless, Inc. to feel comfortable in working with the Census, we would need “The CENSUS”:

 

1. To enlist as many homeless persons as possible in conducting the census. In addition to wage levels already promised, the Census needs to use the House the Homeless, Inc. Universal Living wage Formula for wage determination. This is an amount that is indexed to the cost of renting housing in each area throughout the United States as set forth by the HUD Fair Market Reports which is based on the existing government guidelines that no one should pay more than 30% of income on housing premise that anyone willing to work a 40 hour week should be able to access housing.

2. To allocate the estimated value of $150.00 per completed long form to completed short forms as well and to include short forms in any enumeration.

3. To give homeless advocates/ coalitions sufficient funds to create events that would encourage homeless persons to come to (a) designated location(s) over a three day period (stand down) to complete documentation.

4. To guarantee, in writing, that the Census will not release any information associated with the enumeration outside of the Census which includes any law enforcement agency without a lawful court order.

5. To agree that no specific locations of homeless persons be released or published in any form other than a gross geographic location identified no smaller than either city or county.
